Our Program

Safe Park Indy’s pilot year was an experiment in bringing a radically new homelessness intervention model to Indiana. It was launched to address a critical and unmet need in Indianapolis: safe, legal overnight parking for homeless Hoosiers living in their vehicles. The pilot program demonstrated overwhelming demand, strong community support, and meaningful impact for participants. However, it also revealed operational challenges that made the original model difficult to sustain long-term.

Homelessness often begins quietly –  in cars, motels, or crowded homes — long before people appear on the streets or in shelters. Safe Park Indy’s client demographic data is believed to be the first formal, comprehensive dataset on vehicular homelessness in the state. A review of 475 program applicants reveals a population often invisible to other social services and to the public, and it bucks many stereotypes and assumptions about those experiencing homelessness.

To create a more sustainable, scalable program, Safe Park Indy 2.0 is introducing a clear host responsibility framework and tiered partnership model. This allows for site host flexibility with a program scaled to their resources and desires. With this model, site hosts are empowered to do as much or as little as they’d like.

Clients agree to a comprehensive Code of Conduct that keeps our lots safe for all involved. This has contributed to our perfect safety record; in our pilot year, Safe Park Indy had zero safety incidents.
